Event payload and handling when an affordability report fails.

Id: `affordabilityReportFailure`

Event that notifies when an affordability report has failed.

| reportId | string | The unique id of the report                        |
| failedAt | string | The time the report failed (UTC - ISO 8601 format) |
| status   | string | Always 'failed' for this message type              |
